About the Moderator

Perry Borman serves as the Director of Client Solutions for Webauthor. He was the Founding CEO of the Palm Beach County Food Bank and previously served as the Southeast Regional Managing Director for the Florida Dept. of Children and Families. Perry has more than 30 years of experience in private, government and non-profit sectors.  In previous roles, Perry has been a frequent collaborator with Webauthor, a local technology development firm that focuses on automating business processes to maximize efficiency and reduce cost. He joined the Webauthor team earlier in 2020. He has been a resident of Palm Beach County since 1993 and lives with his family in Delray Beach.




Meet the Panel



Taruna Malhotra serves as Assistant Director, Community Services, Palm Beach County where she oversees various Health and Human Services programs that include Homeless, Seniors, Veterans, Financially Assisted Agencies (FAA) and other programs. Her focus is on improving the financial and programmatic standards to build a stronger and efficient social services network. Taruna has been instrumental in creating multiple technology innovations that have led to improving service delivery in Palm Beach County (especially during the Covid-19 crisis).



Thomas Cleare is the Health Care District of Palm Beach County's Assistant Vice President of Planning and Community Engagement. He is responsible for system-wide community engagement, strategic planning, facilities management, governance, and the District's sponsored programs funding initiatives.  In his previous experience, Dr. Cleare served in a number of leadership roles with a national managed care specialty provider network.


Currently, Dr. Cleare serves as the Vice Chair of the Citizens Advisory Committee on Health and Human Services and as the Vice Chair of the Healthy Start Healthy Beginnings Coalition of Palm Beach County.  Dr. Clear has more than 20 years of experience in health planning and policy analysis, health care administration, and managed care. He received a Doctor of Philosophy and Master of Business |Administration from Florida Atlantic University, as well as a Bachelor of Science from the University of Florida.
